UN Security Council Resolution 1540

All treaties mentioned above are binding for States Parties. They do not apply to non-state actors. In 2004, the UN Security Council unanimously adopted Resolution 1540 under Chapter VII of the UN Charter. Among other things this resolution obliges states to refrain from supporting by any means non-state actors in developing, acquiring, manufacturing, possessing, transporting, transferring or using nuclear, chemical or biological weapons and their delivery systems.
